The phenomenon, he explained, stems partly from the commodity\u2019s nature \u2014 a high\u2011value, low\u2011volume, low\u2011perishability product with strong global demand.<\/p>\n<p dir=\"ltr\" lang=\"en\" style=\"text-align: left;\"><strong>Currency Obligations Behind the Surge in Smuggling<\/strong><\/p>\n<p dir=\"ltr\" lang=\"en\" style=\"text-align: left;\">Shariati\u202fMoghadam stated that the tougher <strong>foreign\u2011exchange commitment rules<\/strong> imposed since\u202f2018\u202f(1397) have been a major driver of saffron smuggling. \u201cThe unilateral and increasingly rigid regulations,\u201d he said, \u201chave led exporters to use single\u2011use business cards or informal channels to ship saffron to destinations such as Afghanistan, from where it is re\u2011exported to other countries.\u201d<\/p>\n<p dir=\"ltr\" lang=\"en\" style=\"text-align: left;\">He added that legitimate companies investing in saffron production are now facing multiple obstacles\u202f\u2014\u202ffrom sanctions and financial\u2011transaction barriers to the <strong>impractical currency\u2011clearance system<\/strong>\u202f\u2014\u202fcausing them to lose competitiveness in international markets.
